The TAC and FRC members have been asked to review this document and comment upon it.

I feel it is vital that every body who trains apprentices or wishes to in the future, has the oppertunity to study this paper and report to their elected reps on TAC and FRC, then copy any response direct to

Google search the above title and the document will appear. FRC deadline 7th March 2008. After that date all reports direct to DIUS by the 28th March 2008, which is a more realistic option.

If you need/want to get involved in shaping the training of all future apprentices which includes Farriery it is essential you down load this document, then respond. I feel this matter is sufficiently important that FRC/FTA should not alone make all direct representations on behalf of The Craft.

Sir,

I have today received your above identified letter. The contents to
which I take great EXCEPTION.

You are quite correct the letter sent to me in my capacity as a member
of TAC highlighted a DIUS document located on the DIUS web site. A
document I identified to my craft on my personal element of the UKHSU
discussion board, "The Horses Mouth". A copy is posted below.

The document was on the DIUS site for response of every body who had
an interest in all apprentice training. I chose to respond personally,
and Identified myself as being A CRAFT ELECTED member of FTA's / TAC,
A CRAFT ELECTED member of FRC and a founder member of UKHSU!!

Sir, I do not understand why you should need to attempt to spin the
truth of my intension.

Please will you take steps to rectify your little game, which seems to
have the intent to discredit an elected member of the two
organisations from which you currently derive employment.

This is the second time you have drawn this to my attention, I will
attach below my information to my Craft regarding the DIUS item, as
well as my earlier response to DIUS.

Dear Sir,

I am a Craft Elected Membeer of the Farriers Registration Council,
The Farrier Training Agencie’s Training Advisory Committee and a
Founder Member and the current Press Officer [The Horses Mouth] and
Treasurer of The UK Horses Shoers Union, [which is not a formal trades
union].

I have been invited to respond to the implimentation of your
document, “ World-Class Apprenticeships: Unlocking Talent, Building
Skills for All”. A task undertaken and influenced by oral input from
fellow members of my craft in my locality, members of UKHSU and those
who voted me onto the FRC and FTA’s/TAC.

I firstly feel this is a well constructed document, one that should
meet the historical consequences of failure to produce skilled
apprentice time servered craftesmen across the crafts during the most
recent generation[s].

There is an anomily here however, Farriery is NOT numerically
deprived of trainees or skilled workers, in fact all of the information
I am presently being presented with demonstrates that there is
currently a surplace of Working Farriers and there is in fact a
shortage of work for those that are currently working in this field!!
This is something that was Flagged up at the last Farriers
Registration Council [FRC] formal meeting, by another Craft Elected
Member.

My other point which I feel may well be terminal for Farriery
Apprentices if this document is formally adopted in its current format,
this relates to what I see as the very CORE ELEMENT expressed in
section “2. CONTEXT” , subsection 2.1. I ask you to consider the
element “ Have an employed status at the time of completion”. Please
understand farriers are employed only during their period of
apprenticeship to enable the drawing down of funding to pay for their
“Time spent out of the workplace college fees”. It is a common practice
that apprentices develop self employed status almost on the day they
they enter onto the register of farriers, many undertake some work on
their own behalf under licence from their masters prior to qualifying
for entry the onto the farriers register. This seemingly may even be
seasonally allowed by EEC convention when they have worked as farriery
apprentices for two years!! A consequence of failure to allow this to
happen would diadvantage UK trainees when they are compared with other
EU nationals.

to yourselves when considering the implimentation of this DUIS
document.

Regarding the below email from the secretary of FTC, Training
Director
FTA.

His comments are partially correct, I do not feel I made any
suggestion I was representing the views of FRC or the FTA. The fact
is
I am the trade elected member on both these organizations, and I feel
I
was invited to comment on the implementation of the DIUS document
drawing from both my craft mandate and the fact that I am a fully
functional working farrier in daily touch with my fellows.

My craft tells me daily that it has problems in the apprentice
training areas.

I would like to take this opportunity to offer to arrange a meeting
between a delegation of my peers and yourselves to discuss the
feelings
of my fellow local craftsmen regarding NVQ's and apprentice training,
that is of course if you feel it would be of any benefit in your
deliberations on this implementation strategy.

Peter,
I think it should be pointed out to DIUS or whatever that your points were not part of or provided by the FRC or training agency but only the opinions that you have gathered from working farriers as part of your mandate.

On the other hand any points made by Miles Williamson-Noble must be supported by input by ALL the elected and appointed members of the council, and not be MWN personal opinion. After all he is not a farrier and in reality can have no opinion worth anything to DIUS.

I think you should e-mail DIUS with a copy to the FRC etc pointing this out as he has done. After all he is nothing special just a glorified clerk in fact who should pass on the opinion of the committee
